USDOC preliminarily confirms circumvention of AD & CVD on China’s carbon steel pipes

The US Department of Commerce (USDOC) preliminarily determined that imports of circular welded carbon quality steel pipes, completed in Vietnam using China-origin hot-rolled steel, are circumventing the anti-dumping (AD) duty and countervailing duty (CVD) orders on circular welded carbon quality steel pipes from China.
As a result, the USDOC determined that these subject goods should be included within the scope of the orders, and it will direct US Customs and Border Protection (CBP) to suspend liquidation and require a cash deposit of estimated duties on unliquidated entries of these products that were entered or withdrawn from warehouses for consumption on or after August 4, 2022.
However, the subject steel pipes produced in Vietnam using hot-rolled steel that is not from China don’t require cash deposits.
The products involved are certain welded carbon quality steel pipes and tubes, of circular cross-section, with an outside diameter of 0.372 inches or more but not more than 16 inches.
