Updated regulations on foreign trade management and import quotas

The Ministry of Industry and Trade has just issued consolidated document No. 47/VBHN-BCT dated June 4, 2026, detailing some provisions of the Law on Foreign Trade Management and Government Decree No. 69/2018/ND-CP. This consolidated document includes current regulations related to import and export management, licenses, and tariff quotas.
According to regulations, the document governs the import of consumer goods, medical equipment, and used vehicles under the management of the Ministry of Industry and Trade ; goods temporarily suspended from import, re-export, and transshipment according to HS codes; and also stipulates the procedures for issuing Certificates of Free Sale (CFS) and several types of licenses in foreign trade activities.
Notably, the document stipulates that the list of goods subject to import tariff quotas includes refined sugar, raw sugar, salt, raw tobacco, and poultry eggs. The announcement and allocation of quotas are carried out according to the regulations of the competent state management agency.
The document also specifies the entities eligible for import licenses under tariff quotas for each group of goods. The application process and procedures for granting licenses are carried out in accordance with Decree No. 69/2018/ND-CP and related guiding documents.
In addition, the document includes a list of consumer goods, medical equipment, and used vehicles prohibited from import according to HS codes, aiming to strengthen the management of import activities and ensure the implementation of legal regulations on foreign trade.
