Taiwan solar cell makers to stay in US anti-dumping review after JA Solar withdrawal

Taiwan-based solar cell makers who have considered withdrawing their applications for the US Department of Commerce (DOC) to review the anti-dumping tariffs imposed on them since December 2014 will change their minds after seeing a major concern removed, according to industry sources.

The withdrawal of China-based CSI and JA Solar Holding from the review has reduced the Taiwan makers' concern that the DOC might rule against them, the sources said.

JA Solar USA, JA Solar's US-based subsidiary, originally asked the DOC to select Vietnam-based PV module makers Vina Solar Technology and Boviet Solar Technology as respondents in the review. The Taiwan solar cell makers feared if either Vina Solar or Boviet Solar or both were selected as respondents, the DOC might hike tariff rates, the sources explained.

As JA Solar has withdrawn from the review, neither Vina Solar nor Boviet Solar will be selected as a respondent, the sources explained.

The DOC will announce two respondents selected for the review on May 10, the sources said. It will review the respondents' prices for exports to the US market since December 2014 as reference for deciding on new anti-dumping tariff rates for all makers in the review.

Taiwan-based solar cell makers in the review, except Motech, can apply for withdrawal by June 6 and the existing tariff rates will not be changed, the sources indicated.
