According to the tariff order from the U.S. Department of Commerce (DOC), U.S. customs authorities will continue to suspend customs clearance for shipments under investigation and require importers to deposit a security deposit corresponding to the concluded anti-dumping duty rate.

The reason for this decision is that the DOC and the U.S. International Trade Commission (ITC) have officially concluded that certain types of vehicle chassis (trailers and semi-trailers) and chassis components imported from Viet Nam, Thailand, and Mexico cause significant damage to the U.S. domestic manufacturing industry.

Measures to maintain customs clearance suspension and require deposits to ensure full compliance with tax obligations have just been issued.

According to the DOC's announcement, the tariff applied to Vietnamese exporters is 186.84%. This is the highest tariff among the three countries under investigation, while Thai businesses face rates ranging from 72.85% to 129.63%, and Mexican manufacturers face a rate of 32.37%. However, the US tariff on Vietnamese goods is lower than the preliminary tariff of up to 511.16% proposed in October 2025.

The US tariff decision applies to two major exporting companies: Thaco Special Vehicles Manufacturing Limited Company and Thaco Industries Trailers and Semi-Trailer Manufacturing Company Limited. Both belong to the Thaco Group and have manufacturing plants located in the Thaco Chu Lai Industrial Park, Nui Thanh Commune, Da Nang City.

The US decision also stated that other Vietnamese businesses exporting these products to the US would be subject to the same tariffs as the two aforementioned exporting companies.

More specifically, the product categories subject to US tariffs and affected by the customs clearance halt include vehicle chassis and component assemblies used for transporting containers or goods by road, rail, and specialized vessels.

This is a type of chassis structure (trailer or semi-trailer system) that is commonly used in the container transport and logistics industry.
