INDIA: Anti-Dumping Duty on Chinese Stainless-Steel Pipe Imports

India has imposed anti‑dumping duty (ADD) on most stainless‑steel seamless tube and pipe (HS Code 7304) imports from China. In a notification issued on 20 December 2022, the Ministry of Finance’s Central Board for Indirect Taxes and Customs (CBIC) stated that ADD was imposed because the goods have been exported to India below normal values, causing material injury to domestic producers. The new duty will be in force for five years from the date of government gazette publication. Duties range from US$114 to US$3,801 per tonne, depending on the supplier. Only four Chinese producers have escaped the duty.
The decision follows a recommendation by the Directorate General of Trade Remedies (DGTR) in late September 2022 after its investigation concluded that the products have been exported to India at lower than normal prices. Items affected are seamless stainless‑steel tubes and pipes used for transferring gases and liquids; for petrochemicals processing and refineries; and in power generation, including nuclear and thermal power.
