How soon after the opening of an investigation can provisional countervailing measures be imposed in EU?

In accordance with the provisions of Article 12.1 of Council Regulation (EC) No 2026/97 and Article 12.1 of Commission Decision No 1889/98/ECSC, provisional duties shall be imposed no earlier than 60 days from the initiation of the proceedings but no later than nine months from the initiation of the proceedings.
