EC Reviews Anti-Dumping Tariffs on Vietnam’s Certain Leather Footwear

The European Community (EC) recently issued announcement on the review of Decision No. 1472/2006 declaring anti-dumping tariff on certain leather footwear importing from China and Vietnam.
Accordingly, EC will review and evaluate regulations on Market economy treatment - MET and Individual Treatment – IT according to requirements submitted by producers/exporters that were not enable to choose samples.
EU announced, stakeholders can apply within 15 days from the date of this announcement to the email address TRADE-AD499-Footwear-Court@ec.europa.eu

The review aims to carry out Verdict dated February 4, 2016 by European Court of Justice (CJEU) which pronounced the above-mentioned tariff decision was ineffective partly because EC has conducted investigation non-conforming with MET and IT. On account of that, EC has to review proposal of MET and IT mechanism benefitting (submitted from 2006) of Vietnam and China.
Previously, on October 5, 2016, EC issued decision on anti-dumping tariff to China: 16.5% and Vietnam: 10%.
Europe is still the largest market of Vietnam footwear export, overcoming the US and Japan. The 10% anti-dumping tariff greatly affected operation of leather-cape shoes of Vietnam. In 2011, EC announced ending of this anti-dumping method.
