29 Chinese manufacturers receive higher rates
WASHINGTON — The U.S. Department of Commerce has announced amended final duties on 2006 shipments to the United States by 29 Chinese wood bedroom furniture producers.
The DOC originally assigned the final duties during the second administrative review, which covered shipments made from Jan. 1, 2006 through Dec. 31, 2006.
Those results were released in August and most of the companies on the list received duties ranging from 17.93% to 19.93%.
However, the DOC determined that errors had been made regarding the assigning of duties to The Dare Group of wood producers, which include Fujian Lianfu Forestry Co., Fuzou Huan Mei Furniture Co., and Jiangsu Dare Furniture Co. It also determined that errors had been made in the calculation of duties for Teamway Furniture Dongguan Co., also known as Brittomart Inc.
The Dare Group originally received a 17.93% margin, while Teamway received a margin of 19.93%. These have been recalculated to 39.44% and 25.06%, respectively.
These recalculations also affected the rates of 25 other wood producers, all of which originally were assigned a rate of 18.82% but now all have a rate of 33.38%. Those companies include:
BNBM Co., Ltd. (aka Beijing New Material Co., Ltd.)
Classic Furniture Global Co., Ltd.
Dalian Guangming Furniture Co., Ltd.
Decca Furniture Ltd., aka Decca
Dong Guan Golden Fortune Houseware Co., Ltd.
Dongguan Mingsheng Furniture Co., Ltd
Dongguan Yihaiwei Furniture Limited.
Fortune Furniture Ltd. and its affiliate, Dongguan Fortune Furniture Ltd.
Gaomi Yatai Wooden Ware Co., Ltd., Team Prospect International Ltd., Money Gain International Co.
Guangming Group Wumahe Furniture Co., Ltd.
Inni Furniture
Meikangchi (Nantong) Furniture Co. Ltd.
Nanjing Nanmu Furniture Co., Ltd.
Po Ying Industrial Co.
Qingdao Beiyuan-Shengli Furniture Co., Ltd., Qingdao Beiyuan Industry Trading Co. Ltd.
Shenzhen Tiancheng Furniture Co., Ltd., Winbuild Industrial Ltd., Red Apple Furniture Co., Ltd. and Red Apple Trading Co., Ltd
Shenyang Kunyu Wood Industry Co., Ltd.
Shenzhen Xingli Furniture Co., Ltd.
Tianjin First Wood Co., Ltd.
Union Friend International Trade Co., Ltd.
Winmost Enterprises Ltd.
Winny Overseas, Ltd.
Yangchen Hengli Co., Ltd.
Yichun Guangming Furniture Co., Ltd.
Zhong Cheng Furniture Co., Ltd.
The All-China or PRC-Wide Rate remained unchanged at 216.01%, as did the rate for Mei Jia Ju Furniture Industrial (Shenzhen) Co. Ltd., also 216.01%.
These duties are assigned to the wood bedroom producers, but ultimately are to be paid by the importers of record bringing product into the U.S. market.
The antidumping case results from a 2004 investigation sought by U.S. bedroom producers that said the Chinese wood producers were selling product into the country at below normal market values. The duties are meant to bring the total cost closer to the true market values.
