US DOC issues results of AD review against Korean CTL plate

The US Department of Commerce has announced the preliminary results of its administrative review of the antidumping order against cut to length carbon quality steel plate from South Korea.
The review covers Daewoo International Corporation, Hyosung Corporation, Hyundai Mipo Dockyard Co Limited and Jeong Woo Industrial Machine Co Limited during the period from February 1st 2008 through January 31st 2009.
The DOC has preliminarily determined a dumping margin of 32.7% for Hyosung, Hyundai Mipo and Jeong Woo. This margin is based on adverse facts available because none of these companies responded to the DOC's questionnaire. The current dumping duty deposit rate for these companies is 0.98%.
The DOC has also preliminarily determined to rescind the review of Daewoo International because the company made no shipments of plate to the United States during the period of review. It plans to complete this review by January 2009, and the current dumping duty deposit rates will remain in effect until the DOC's final results are published in the Federal Register.
There is also a countervailing duty order against CTL carbon quality steel plate from Korea and CVD deposit rate for the four companies is 3.26%.
