US DOC issues final results of AD review on cut-to-length carbon steel plate from China

SteelOrbis - The US Department of Commerce (DOC) has announced its final determination in the administrative review of the antidumping (AD) order against cut-to-length carbon steel plate from China. The DOC has calculated a final weighted-average dumping margin of zero (0.00) percent for producer, Hunan Valin Xiangtan Iron&Steel Co., Ltd. This compares with the company's current dumping duty deposit rate of the China-wide rate, which is 128.59 percent.
The new margin will become effective within the next two weeks, after the DOC publishes its final results in the Federal Register. At that time, the dumping duty deposit rate for Hunan Valin will become zero percent. Furthermore, Hunan Valin will continue to be subject to the AD order and to subsequent administrative reviews.
While the review originally covered four Chinese exporters, the review of three of the companies was rescinded, with the sole focus being the remaining producer, Hunan Valin. The period of the review was from November 1, 2007 through October 31, 2008.
