US DOC finding on Russian cut to length plates

Rusmet reported that the US Department of Commerce determined that termination of the suspended antidumping duty investigation on cut to length plate from Russia would likely lead to a continuation or recurrence of dumping at weighted average margins of 54% to 185%.
This final finding does not, however, affect current antidumping duties, which have been suspended by an agreement between the two countries that instead restricts the volume of direct and indirect Russian CTL plate exports to the US in order to prevent the suppression or undercutting of US domestic price levels.
The suspension agreement remains in effect for the Russian plate producers/exporters Severstal, JSC Magnitogorsk Iron and Steel Works and JSC Nosta Integrated Iron Steel Works.
The DOC also recently preliminarily made the same determination in a sunset review of plate exports from Ukraine. Last week, the DOC also said no to sunsetting duties on Chinese plate. The US International Trade Commission will have the final say in all these cases when it makes its injury determinations in coming weeks.
