Ukrainian steel accused of violated anti-dumping rules

OTTAWA — Essar Steel Algoma Inc. has complained that steel imports from Ukraine have violated international trade rules.

As a result, Canadian federal agencies have launched preliminary investigations of alleged dumping of certain types of Ukrainian steel.

Dumping is a form of underpricing a product to gain competitive advantage in an export market.

Canada Border Services Agency has initiated an investigation into whether the dumping has occurred and the Canadian International Trade Tribunal will determine whether domestic producers have been injured by the imports.

If the tribunal ultimately decides that Canadian steelmakers have been injured by the imports, it can impose anti-dumping duties on the foreign producers.

Essar Steel Algoma of Sault Ste. Marie, Ont., alleges that two types of steel plate from Ukraine have violated the rules.
