Ukraine: Ministry of Economy to promulgate the project of the decree on imposition of grain export quotas

On October 11, 2010, the Ministry of Economy of Ukraine promulgated the the project of the decree of the Cabinet of Ministers of Ukraine “On confirmation of quota volumes for separate varieties of agricultural products, which exports to be subject to licensing till December 31, and the order of issuance of licenses”.
According to the project of the document, quotas for exports of wheat and wheat-rye mixture (meslin) become established at the level of 500 thsd tonnes, maize – 2 mln tonnes, barley – 200 thsd tonnes, rye and buckwheat – 1 thsd tonnes each.
The distribution of grain quotas for issuance of the licenses for exports of separate varieties of agricultural products will be provided in the base of the application of agents of economic activity, provided to the Ministry of Economy during 15 calendar days after publication of the information about the beginning of registration of the applications at the official web-site of the Ministry.
Besides, the special committee under the Ministry of Economy of Ukraine will distribute the quotas in proportion to the volumes of grains, available at exporters storages, and confirmed by the Ministry of Agrarian Policy.
According to the document, the following officials will come to the composition of the committee:
- Alexander Sukhomlynskiy, the Deputy Minister of Economy, the Chairman of the committee;
- Mikhail Brodskiy, the Chairman of the State committee of Ukraine on the issues of regulatory policy and entrepreneurship, the Deputy Chairman of the committee;
- Sergey Trigubenko, the Deputy Minister of Agrarian Policy, the Deputy Chairman of the committee;
- Anatoliy Gutnik, the First Deputy Chairman of the State Customs Service of Ukraine;
- Tatyana Efimenko, the Deputy Minister of Finance;
- Leonid Kozachenko, the Chairman of the Union of entrepreneurs under the Cabinet of Ministers of Ukraine;
- Nikholay Gordienko, the Deputy Chairman of the Main auditing administration;
- Vladimir Porodko, the Deputy Chairman of the Security Service of Ukraine;
- Anatoliy Rozgon, the Director of the department of development of the agrarian market of the Ministry of Agrarian Policy.
