On 18 November 1999, Costa Rica requested consultations with Trinidad and Tobago in respect of

      
          o the anti-dumping investigation being carried out by Trinidad and Tobago at the request of the company “Cereal Products Limited” against imports of pasta from the Costa Rican company “Roma Prince Sociedad Anónima”,      
      
          o proceedings undertaken as part of a preliminary hearing prior to the initiation of the anti-dumping investigation, and       
      
          o Articles 3 and 5 of the 1996 Antidumping and Countervailing Duties Regulation of Tobago and Trinidad.

 
Costa Rica claimed that these measures are inconsistent with Articles 2, 3, 5, 6 and 12 of the Anti-Dumping Agreement.
