Thailand opens Anti-dumping probe into carbon, stainless CRC

Thailand’s Ministry of Commerce has launched anti-dumping investigations into imports of carbon and stainless steel cold rolled coils, while also initiating a review of existing duties against hot rolled coil imports from Korea. These probes commenced on 17 August, the date of their notification in the Thai Royal Gazette, ministry officials told Platts Steel Business Briefing.
 
In the dumping petition regarding CRC, the alleged dumping margins were 11.76% for material from China, 11.86% from Vietnam and 8.76% from Taiwan. JFE Steel-invested Thai Cold Rolled Steel Sheet is the main petitioner of the suit and Nippon Steel’s Siam United Steel is the supporting petitioner. The products affected fall under HS codes beginning with 7209, 7211 and 7225.

 
Thainox Steel is the complainant for the CR stainless anti-dumping suit targeting imports from China. These are categorized under HS 7219 and have an alleged dumping margin of 33.32%. The period of investigation for both antidumping cases – the carbon and stainless CRC cases – was July 2011-June 2012.
 
Meanwhile, the ministry has initiated a review of the anti-dumping duties levied against Korean HRC. A ministry official said that the review will focus on material categorized under HS 7208 and 7211 from all Korean exporters and producers.

Korean imports currently attract anti-dumping duties of 0-13.96% which are due to lapse in May 2014. As Platts SBB reported, in late 2011 Thai steel producers led by Sahaviriya Steel Industries had alleged that Korean HRC imports were dumped at a margin of 39.58% and caused injury. The anti-dumping investigations and review will take a year to complete.
