Putin instructs Sverd Reg gvrn to work out anti-dumping measures

NOVO OGARYOVO, February 19 (Itar-Tass) - Prime Minister Vladimir Putin has instructed Sverdlovsk region governor Alexander Misharin to prepare anti-dumping measures jointly with Ural industrial companies in order to protect Russian enterprises.
For his part, Misharin said the year 2010 “was the year for overcoming the crisis. And really it happened. The internal regional product increased practically by 10 percent. Industrial production’s index is of 116.9 percent. Gain in production reached 34 percent”.
“The region’s value added industry begins growing,” the governor said. “As for vehicles, their production amounted to 201 percent in 2010. By 2008 we increased by 14 percent,” he said.
According to Misharin, “this proves that Uralvagonzavod has overcome the crisis. The plant achieved record production. Uralmashzavod’s is also very important. This plant, which produces drilling units, did not exist. Last year it produced eight drilling units. This year it has produced 16 ones. The plant’s investment programme exceeds three billion roubles. Every year the plant practically doubles its production.”
Putin said it “is necessary to work out anti-dumping measures to protect these enterprises”. “I’ve instructed the Economic Development Ministry. Certain partners are trying to dump on our market. It is necessary to react on this,” the prime minister said.
Misharin told Putin about the development of Nizhny Tagil under the programme for developing the chemical cluster in this town. “All agreements were signed and the project started working. This year we’ll have 6.4 billion roubles of investments. This will give us a possibility to have methanol in Nizhny Nagil, as well as plastic materials etc.,” the governor said.
In addition, the Sverdlovsk region is carrying out several projects to produce construction materials, including different alloys and plastic wood fillers. “We believe that these projects will help us meet the 70 percent requirements,” Misharin said.
He said, “Last year the region increased housing construction by 11 percent.” “We built one million cubic metres of housing in Yekaterinburg,” the governor said.
Putin agreed that housing in the Sverdlovsk region “work normally”.
