Practices of Anti-dumping investigation by the US

According to WTO statistics by the end of 2021, India continues to be the country using the most anti-dumping measures with a total of 1,100 AD initiations and 767 ADD impositions, while only 13 anti-subsidy measures and 22 Safeguard measures were imposed at the same period. The US is the second largest user of anti-dumping investigations in the world with 841 initiations and 615 measures.

In 2021, the number of AD investigations initiated by India decreased significantly in comparison with 2020. India only initiated a total of 29 investigations compared with 92 in 2020. Similar to India, the number of anti-dumping investigations of the US had decreased in 2021, with 24 anti-dumping investigations, compared with 89 in 2020. Meanwhile, Argentina had seen a spike in anti-dumping investigations, as it initiated a total of 15 investigations in 2021, double that of 2020 (6 investigations).

Countries/territories subject to the most anti-dumping measures by the US


Anti-dumping is the most common trade remedy measure in the US (accounting for 72.8% of the total number of trade remedy investigations by the US). China is the country subject to the most anti-dumping investigations with 187 initiations (accounting for 22.2% of the total US’s anti-dumping investigations).

Out of 615 anti-dumping measures imposed by the US, 160 measures were imposed against China (accounting for 26%), followed by South Korea with 42 measures, Chinese Taipei (32 measures), India (31 measures), Japan (30 measures) (accounting for 5%)…

The US imposed anti-dumping measures the most on products of the base metals and articles (accounting for 57%), followed by chemical products (13%), plastics and rubber (8%)…
