Intentional anti-dumping investigation on Chinese coating plate by Russian Steel Association

Russian Steel Association, a non-profit organization, indicated that they are considering to submit the application of coating steel protection to Russia's federal customs bureau. Pressed by Chinese import, the association applies for coating plate into high-risk product catalogue.
According to the earlier news, Russian metallurgy industries lost 9300 million rouble for dumping the imports of polymer coating steel plate from China.
After having analyzed statistical datas from bureau of customs, the sociation indicated that a new "gray" import plan was carried out, that is, imported coating steel plate in use of code of galvanized steel sheet, which violated the law.
At least 44118 tons, about 60,000,000 dollars of coating steel plate have been imported in that manner in the first half year in 2011.
The imported polymer coating steel plate from China amounted to 216451 tons, which is close to the volume of the same period in last year while more than 10 times as much as the volume in the first half year in 2009.
There is also information from the association that 20% of the imported polymer coating steel plate from China transgressed customs control rule for the illegal use of other product codes.
