On 1 October 2020, the Indonesian Safeguards Committee (Komite Pengamanan Perdagangan Indonesia/KPPI) notified the initiation of a global safeguard measure on Articles of Apparel and Clothing Accessories under HS code: 6101, 6102, 6103, 6104, 6105, 6106, 6109, 6110, 6111, 6117, 6201, 6202, 6203, 6204, 6205, 6206, 6209, and 6214. 

I. Relevant information:

1. Initiated date: 1 October 2020

2. Petitioner: Indonesia Textile Association (Asosiasi Pertekstilan Indonesia/API)

3. Goods under investigation: Articles of Apparel and Clothing Accessories under HS Code 6101, 6102, 6103, 6104, 6105, 6106, 6109, 6110, 6111, 6117, 6201, 6202, 6203, 6204, 6205, 6206, 6209 và 6214.

4. Decision on imposing safeguard duty:

On 22 October 2021, the Indonesian Ministry of Finance issued a decision imposing a global safeguard duty on certain garment products. The safeguard measure was applied for a period of three years, with duty rates decreasing annually, as follows:

- Year 1: 19,260 Rp/product (about 1.36 USD/product) - 63,000 Rp/product (about 4.43 USD/product);

- Year 2: 18,297 Rp/product (about 1.29 USD/product) - 59,850 Rp/product (about 4.21 USD/product);

- Year 3: 17,382 Rp/product (about 1.22 USD/product) - 56,858 Rp/product (about 4 USD/product).

On November 7, 2024, the KPPI initiated an investigation into the extension of the global safeguard duty on certain garment products classified under 131 HS codes.

On September 29, 2025, the KPPI announced the termination of the global safeguard measure on certain garment products classified under 131 HS codes.
