On December 19, 2024, the European Commission (EC) issued Notice No. C/2024/7541on the initiation of a safeguard investigation on certain manganese and silicon-based alloying elements with HS codes 28.04.69.00; 72.02.11.20; 72.02.11.80; 72.02.19.00; 72.02.21.00; 72.02.29.10; 72.02.29.90; 72.02.30.00; 72.02.99.30; 72.02.99.80.30; 28.50.00.60.91.

I. Relevant information:

1. Initiation date: December 19, 2024

2. Goods under investigation: Certain manganese and silicon-based alloying elements with HS codes 28.04.69.00; 72.02.11.20; 72.02.11.80; 72.02.19.00; 72.02.21.00; 72.02.29.10; 72.02.29.90; 72.02.30.00; 72.02.99.30; 72.02.99.80.30; 28.50.00.60.91.

3. Progression:

On November 25, 2025, the European Commission (EC) notified the WTO Secretariat of the application of safeguard measures to the above-mentioned products. Accordingly, Viet Nam is included in the list of developing countries with negligible import volumes and will be excluded from the application of the safeguard measures in accordance with World Trade Organization (WTO) rules.
