Indian Final AD Ruling on China's Construction Grids

On Dec. 19, 2011, India's Ministry of Commerce & Industry made out a final anti-dumping (AD) ruling on construction grids made of polyester or glass fibers that the anti-dumping duties at USD 0.55/sqm shall be imposed on such grids made in or imported from China, which are under HS Codes 39021000, 39140090, 39201019, 39269099, 55034000, 56031300, 56039400, 56041000, 56049000, 56089090, 59031090, 59039090, 59111000, 59113150, 59113190, 59119090, 70194000, 70195900, 70199010, 70199090.
For this case, none of Chinese enterprises responds legally.
In the final ruling, the Indian Ministry, which started the anti-dumping probe in Dec. 2010, still regards China as a non-market economy and calculates the normal value of Chinese exports by using the constructed price.
