The Official Journal of the European Union published the decision (Council Implementing Regulation (EU) No 248/2011) on March 15. Yarns were excluded from the product scope.
The definitive duties will be imposed from the 16 of March 2011 and be applicable for the next 5 years.

The Council Regulation follows the vote of the EU27 Member States representatives on the European Commission proposal, which took place earlier this year.

Refunds

Provisional duties of 43.6% in the anti-dumping case (AD549) were imposed for a period of 6 months since the 17 September (Commission Regulation 812/2010). European companies are entitled to request the refund of the excess duties. The European Composites Industry Association (EuCIA) encourages companies to contact the EU national authorities concerning the procedure which needs to be followed to release the duties.

Questions

"The European users are not fully satisfied with the final result and the negative effects such duties have on business, SMEs in particular," comments Volker Fritz, EuCIA President, on the case. "Moreover, this investigation raised several questions about the effectiveness of EU legal trade mechanisms and the investigations procedure attached to it".
