EU makes final ruling on anti-dumping duties on Chinese high-tenacity polyester yarn

The EU has reached a final decision to impose anti-dumping duties on Chinese-made high-tenacity polyester yarn. The investigation procedures for Taiwanese- and Korean-made yarns were terminated as the injury is considered to be slight.
Eleven Chinese firms were subject to the investigation, and two of them were found to be innocent. Anti-dumping duties of 5.1%, 5.3% and 5.5% have been set for three firms respectively, and 9.8% duties on the rest of the firms.
The investigation was conducted for one year between July 1, 2008 and June 30, 2009.
Imports of Chinese-made high-tenacity polyester yarn rapidly increased from 4,350 tons in 2005 to 11,926 tons in 2006, 31,223 tons in 2007, and to 39,072 tons in 2008. Imports during the one-year investigation period jumped 8 fold compared to 2005 to 38,404 tons.
The share of Chinese yarn in the EU market increased from 2.4% in 2005 to 16.4%, while the average per-ton price dropped 45% from 2,783 euro to 1,532 euro.
Accordingly, the sales volume of EU-made yarn fell 29% with its share declining from 51.1% to 39.2%. Business changed from 3% profits in 2005 to losses of 13.3% during the investigation period
