EU biofuel industry to complain over duty evasion by U.S. rivals

BRUSSELS, Nov. 26 (Xinhua) -- European biofuel industry warned on Thursday it would launch a complaint with the European Union (EU) against U.S. rivals over their evasion of the EU's anti-dumping and countervailing duties.
The European Biodiesel Board (EBB), which represents the majority of EU biofuel producers, said there are strong and consistent indications that U.S. subsidized and dumped biodiesel continues to enter the EU market, either via triangular trade with third countries based on fraudulent declarations of origin, or through blends specifically designed to circumvent the EU duties.
"Against the background of persisting circumvention practices, the EBB General Assembly decided to proceed with the lodging of an anti-circumvention complaint to the EU trade authorities," it said.
The EU decided in July to impose five-year anti-dumping duties and countervailing duties on imports of biodiesel, a type of biofuel made from vegetable oils and animal fats for use in diesel engines, originating in the United States.
The anti-dumping duty rates ranged from 68.6 euros (102.9 U.S. dollars) per ton to 198 euros per ton. The countervailing duty rates ranged from 211.2 euros per ton to 237 euros per ton. (1 U.S. dollar = 0.667 euros)
