EC launches probe into lighter imports from Vietnam

(VOV) - The European Commission (EC) has launched an investigation into whether Chinese manufacturers of pocket gas lighters imported into the European Union from Vietnam are bypassing anti-dumping regulations.
The Chinese manufacturers of gas-fuelled, non-refillable pocket flint lighters are alleged to have evaded tax when shipping their consignments from Vietnam to the European bloc.
Société BIC, the disposable pocket lighter manufacturer based in France, lodged a complaint to the EC, suing China for evading anti-dumping taxes on their gas lighters.
On June 26, 2012, at the petition of Société BIC, the EU initiated an anti-circumvention probe into disposable gas-filled lighters made in China under EU consolidated HS Code ex96131000.
This probe targets the Chinese lighters re-exported via Vietnam, regardless of whether or not they are marked as made in Vietnam.
The probe will look into trade fraudulence –unhealthy trade behaviour displayed by several Chinese companies. Yet, investigation results would directly affect Vietnamese businesses that have been exporting lighters to the EU.
Vietnamese manufacturers of gas lighters, exporters and trade associations have been asked to prepare documents, especially evidence, to prove that they were not involved in any wrongdoing.
They will send documents and evidence in writing to the EC, with a deadline of August 3, 2012.
Investigations will last nine months until April 26, 2013.
