This Annual Report for the year 2005-06 is the seventh in the series successfully brought out by the Directorate General of Anti-Dumping and Allied Duties, Ministry of Commerce&Industry,Government of India. It is a matter of great satisfaction that the Annual Report of DGAD by now has become a document which is being referred to by all the interested parties and stake holders for authentic information.
As in the case of earlier reports, this document apart from providing information about legal framework under which the Designated Authority operates, also seeks to give information about trends in the anti-dumping investigations, updated information on investigations initiated by the Authority over the years and a host of other related activities carried out by the Directorate for creating awareness among the stake holders, through seminars etc.
There has been a decline in the number of fresh investigations in India. It is in line with the global trend which has been registering a decline for the last 4 consecutive years. During the year 2005, DGAD had initiated 11 Anti-dumping investigations besides 4 mid-term reviews, 5 sunset reviews and 3 new shipper reviews.
The Directorate has been actively participating in the ongoing deliberations of the Negotiating Group on Rules of WTO. The thrust of these negotiations is to keep costs and administrative burdens low, tighten disciplines, and to elaborate Rules where non exists. The outcome of these negotiations would result in greater transparency, and offer a level playing field in global trading arena.
The officers and staff of the Directorate have put in their best efforts to bring out this document.I place on record my deep appreciation of the excellent work done by them throughout the year in terms of improving and ensuring quality of work and timeliness for completion of the investigations.
