China, EU fail to reach a consensus on solar friction

BEIJING, Sept. 17 (Xinhuanet) -- A delegation from the Chinese ministry of commerce has held talks with senior officials of the European Commission, to ease frictions over Chinese-made solar equipments. China has been trying to avoid a trade war by urging the EU side for more negotiations.

Differences still remain after the two-hour closed door meeting in Brussels on Friday. The two sides failed to reach consensus on the grounds for launching the investigation. China said the anti-dumping duties was imposed for trade protectionism.

Chong Quan, deputy trade rep. of Chinese Ministry of Commerce, says, "Anti-dumping duties on Chinese products run against the consensus reached on the G20 summit this year, in which each country had promised no trade protectionist measures before 2014."

Jean Luc Demarty , the European Commission’s director general for trade said, the EU held no pre-judgement for the result of the investigations, as the case was based on application from local enterprises.

In a news release, the EU said it was willing to discuss with China common solutions under the WTO rules and EU law.

But there are rising fears of a trade war.

Chong also says, "A trade war is not necessary, and it may end up with a loss for both side, since it involves a large trade volume and job opportunities amid a global economic slowdown."

70 percent of China’s solar products go to the 27 nation bloc.

China exported over 20-billion dollar worth of solar panel products to EU last year. The investigation, which was launced earlier this month, is expected to affect around 400,000 job opportunities in China, and 200,000 job opportunities in EU.

Brussels was part of the Chinese delegation’s three-stop mission to send a clear message from Beijing, which aims to resolve this dispute by consultation.
