Canada Final Anti-dumping Midterm-Review Ruling on China's Mattress Spring Assembly

On June 7, 2012, the Canada Border Services Agency announced its final ruling for antidumping (AD) midterm review on China-made spring assembly used for mattress as follows:
1. Regarding Chinese enterprises responding with completed questionnaire, including Foshan Jingxin Steel Wire & Spring Co., Foshan Junjing Industrial Co., Ltd., Foshan Quan Li Spring Hardware Factory, Tianjin Sancosan Import & Export Co. and Shanghai Yinsheng Industrial Development Co., Ltd., the normal value of their products can be determined on the basis of the information they have provided;
2. Regarding involved Chinese enterprises without submitting complete questionnaire, the normal value of their products can be determined by their export prices×147.4%.
The ruling is effective from its date of issuance.
On April 27, 2009, the Agency started the antidumping investigation on the Chinese products under HS Codes 94041000.00, 94042900.00 and 73202090.10.
On October 26, 2009, the Agency finally ruled that Chinese enterprises involved took the dumping margin of 0.0%~147.4%.
On December 7, 2011, the Agency started the second midterm review for this case to re-determine the normal value and export prices of the Chinese products.
