103 trade remedy investigations against China, including anti-dumping and countervailing cases, safeguard measures and special safeguard investigations were launched by 19 countries and regions as of November 2009, said Zhou Xiaoyan, head of the Bureau of Fair Trade for Imports and Exports under the Ministry of Commerce (MOC).
The 103 investigations included 67 anti-dumping cases, 13 countervailing cases, 16 safeguard measure cases and 7 special safeguard investigations. There were also 6 investigations filed by the U.S. under Section 337 of the Tariff Act. These investigations involved a total amount of about 12 billion U.S. dollars.
Zhou said that in 2009, between 230 and 250 new anti-dumping and 41 new countervailing investigations were launched in the world, and China was the top target of trade remedy investigations. Moreover, the trade remedy investigations more often than not were against one of China's advantageous export products including steel, shoes, toys, aluminum products and tires in different markets, indicating a spreading trend of trade friction in different countries and repetitive remedy measures.
