The World Trade Organization said on August 30, 2013 that the Dispute Settlement Body set up a panel to examine the European Union's complaint against Chinese anti-dumping duties on high-performance stainless steel tubes from the EU.

The EU said that anti-dumping duties imposed by China on imports of steel tubes from the EU were inconsistent with the General Agreement on Tariffs and Trade 1994 and Articles 17.2 and 17.3 of the Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade 1994. Consultations to resolve the matter had failed, hence the EU's request for the establishment of a panel.

China said that the imposition of the anti-dumping measure was consistent with its obligations under WTO rules.

The EU requested consultations with China concerning the anti-dumping duties on June 13, 2013. Japan requested to join the consultations on June 27.
