On 9 October 2000, Brazil requested consultations with Turkey concerning the anti-dumping duty on steel and iron pipe fittings from Brazil, imposed by Communication No. 2000/3 (published in the Turkish official gazette on 26 April 2000). Brazil considered that Turkey failed to ensure proper notifications in this case, that its establishment of the facts was not proper, and that its evaluation of these facts was not unbiased nor objective, particularly in relation to:

      
          o the initiation of the investigation;      
      
          o the conduct of the investigation, including the evaluation, findings and determinations of dumping and injury; 
      
          o the evaluation, findings and determinations of the causal link between dumping and injury;
      
          o the imposition of the anti-dumping duty.

 
Brazil considered that Turkey has acted inconsistently with Article VI of the GATT 1994 and Articles 2, 3, 5, 6, 12 and 15 of the Anti-Dumping Agreement.
