The US imposes preliminary tariffs of 130% on one export item, affecting several major corporations

According to information from the Trade Remedies Department (Ministry of Industry and Trade), the US has just issued a preliminary conclusion in its anti-dumping investigation into imported reinforcing steel products from Viet Nam.
Accordingly, the Ministry of Industry and Trade received information that the US Department of Commerce (DOC) had issued a preliminary conclusion in its anti-dumping investigation into the investigated product, concrete reinforcing steel bars, with 17 HS codes imported from Viet Nam.
Viet Nam is subject to higher taxes than other countries.
During the investigation, the DOC selected a Vietnamese company as a mandatory respondent, with a total of 10 related companies. According to the recently issued preliminary findings, the preliminary anti-dumping duties have been announced.
Specifically: The mandatory respondent company and its affiliated companies within the Hoa Phat Group, including Hoa Phat Dung Quat, Hoa Phat Hai Duong, Hoa Phat Hung Yen, etc., are subject to an anti-dumping duty of 121.97%. The remaining companies throughout Viet Nam producing this product will be subject to a duty of 130.77%.
According to the Trade Remedies Department, the preliminary anti-dumping duty rate on Vietnamese exports is currently quite high. This rate is higher than the preliminary anti-dumping duty rates on exports from Bulgaria (52.80%) and Egypt (34.20% - 52.73%), which are also under investigation.
Therefore, the agency recommended that Vietnamese businesses should make efforts and cooperate actively to minimize the anti-dumping duties in the final conclusion.
In fact, preliminary reports show that the volume and value of Viet Nam's reinforced concrete steel exports to the US have increased sharply in recent years. In 2022, export volume reached just over 43 tons, equivalent to about $43,000. By 2023, this increased to 27,700 tons, with a value of $16.8 million; and in 2024 it is expected to reach approximately 56,400 tons, corresponding to nearly $30 million.
Final conclusion in July 2026
According to the investigation process, after the preliminary anti-dumping conclusion, the DOC may issue additional questionnaires and conduct on-site verification at Vietnamese businesses to confirm the information provided.
The DOC is expected to issue its final conclusion on the anti-dumping investigation in July 2026.
To achieve a positive outcome in the final conclusion, the Trade Remedies Department recommends that relevant businesses review the DOC's preliminary findings and consult with legal advisors to prepare counter-arguments and necessary supporting documents.
Closely monitor the developments of the case and continue to cooperate fully with the DOC, preparing thoroughly for the on-site verification phase. Actively coordinate with the Trade Remedies Department in the subsequent stages of the case and when the DOC conducts on-site verification, promptly proposing necessary support measures.
