Market sources suggest that the trade case will be announced in September

The European Commission is preparing for a new anti-dumping investigation into imports of cold-rolled coils (CRC) from India, Japan, and Taiwan. This was reported by the McCloskey analytical platform, citing market sources.

Several sources noted that the EC had informed exporters from Indian mills and possibly other companies that would be affected by the case. Some market participants expect the European Commission to announce the trade case by the end of September. The EU already applies anti-dumping duties on imports of CRC from China and Russia.

Previously, CRC was not the focus of European authorities, as previous investigations focused primarily on hot-rolled or hot-dip galvanized (HDG) steel.

According to Argus Media, at least one Indian steel producer has been notified by the EC that it will be subject to an anti-dumping investigation into CRC imports into the bloc. A formal complaint was filed with the European Commission in August by the European Steel Association (EUROFER).

CRC imports remain one of the few products not subject to numerous trade measures, with the exception of tariff-rate quotas, McCloskey notes. The upcoming case could have a significant impact on European importers, sources say, limiting their purchasing options. In January-July this year, CRC imports to the bloc from India amounted to 225,300 tons, from Japan – 101,200 tons, and from Taiwan – 223,200 tons.

In June this year, Malaysia decided to extend anti-dumping duties on imports of CRC wider than 1,300 mm from China and Japan. The duties will remain in effect for five years, but will not apply to imports of products for the automotive sector, uncoated rolled products, and steel for transformers.

As GMK Center reported earlier, the UK abolished safeguard measures on imports of hot-rolled steel in January 2025. TRA began reviewing the relevant special measures in November 2024 at the request of Tata Steel UK. The latter referred to a significant change in circumstances since their introduction. Tata Steel UK is the only active local producer of steel in this category, so it was argued that the removal of the safeguard measure was unlikely to cause serious damage to the UK market.
Anti-dumping measures on imports of cold-rolled flat products from Russia and China remain in force.
