Raw honey – The U.S investigates anti-dumping measures

On 11 May 2021, Department of Commerce (DOC) initiated the anti-dumping investigation on Raw Honey from Argentina, Brazil, India, Ukraine, and the Socialist Republic of Vietnam.
I. Relevant information:
1. Initiated date: May 11, 2021
2. Petitioner: the American Honey Producers Association (AHPA) and the Sioux Honey Association (SHA)
3. Goods under investigation: The merchandise subject to these investigations is currently classifiable under statistical subheadings 0409.00.0005, 0409.00.0035, 0409.00.0045, 0409.00.0056, and 0409.00.0065 of the Harmonized Tariff Schedule of the United States (HTSUS)
4. Investigation period:
- Argentina, Brazil, India, and Ukraine: April 1, 2020 - March 31, 2021.
- Vietnam: October 1, 2020 - March 31, 2021.
5. Primilinary conclusion:
On November 17, 2021, the US Department of Commerce (DOC) announced the preliminary anti-dumping tax rate on Vietnamese honey exported to the US at 412.49%; The tax rate for Buon Ma Thuot Honey Joint Stock Company is 413.99%, the tax rate for Dak Lak Honey Joint Stock Company is 410.93%. This tax is more than double the original proposed rate of 207% by the American Honey Manufacturers Association. Meanwhile, other countries also being sued for dumping in this round, such as Brazil, India, Ukraine, and Argentina, are subject to a lower tax rate than the one proposed by US beekeepers.
6. Final conclusion:
On April 8, 2022, the US Department of Commerce (DOC) issued the final conclusion on the tax rate in the case of anti-dumping investigation (CBPG) of honey imported from Agentina, Brazil, India and Vietnam. Accordingly, anti-dumping tax for Vietnamese enterprises has decreased sharply, from 410.93% - 413.99% in the preliminary conclusion to 58.74% - 61.27%.
7. Progression:
- Administrative Review: The US DOC on November 18, 2025 issued a preliminary determination regarding the second administrative review of anti-dumping duties on raw honey imported from Việt Nam. The review period spans from June 1, 2023, to May 31 last year. According to the DOC, the dumping margins for Việt Nam during the review period were 6.72 per cent to 60.03 per cent.
