Promoting the development of the Halal industry and expanding export opportunities for businesses

With its strategic location in the Capital Region and a comprehensively developed industrial and logistics infrastructure, Bac Ninh province has many favorable conditions to participate in the global Halal value chain, especially in the fields of food processing, agricultural products, packaging, textiles, logistics, and tourism services.
On May 15th, the People's Committee of Bac Ninh province, in coordination with the National Committee for Standards, Metrology and Quality, organized a scientific workshop on the theme "Prospects for the Development of the Halal Industry and Export Opportunities for Businesses in Bac Ninh Province". The workshop was part of a series of activities in response to Vietnam's Science, Technology and Innovation Day 2026.
Attending the event were Comrade Mai Son, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee; leaders of the National Committee for Standards, Metrology and Quality; ambassadors and representatives from embassies of several countries; leaders of provincial departments and agencies; and a large number of experts, scientists, and businesses from within and outside the province.
In his opening remarks at the workshop, Mr. Nguyen Van Dung, Director of the Department of Science and Technology, stated that in the context of increasingly deep international economic integration, the Halal market is emerging as one of the most promising and fastest-growing markets in the world.
With approximately 2 billion Muslims, accounting for nearly a quarter of the global population, and a projected Halal economy worth around $10 trillion by 2028, this is considered a vast space for development for countries and businesses participating in the Halal product and service supply chain.
In Vietnam, on April 6, 2026, the Government issued Decree No. 127/2026/ND-CP regulating quality management and policies for the development of Halal products and services, creating an important legal foundation for Halal production, business, and certification activities in Vietnam.
For Bac Ninh province, with its strategic location in the Capital Region, a synchronously developed industrial and logistics infrastructure system, and a dynamic business community, the province has many favorable conditions to participate in the global Halal value chain, especially in the fields of food processing, agricultural products, packaging, textiles, logistics, and tourism services.
Based on identifying the current situation, potential, and trends, the workshop focused on updating new regulations on quality management of Halal products and services; the national Halal standards system; analyzing the development trends of the global Halal market; import needs of Muslim countries; and clarifying Bac Ninh's advantages in developing Halal standards in various fields.
Businesses also shared practical experiences in applying Halal standards, innovating production processes, building brands, and developing products such as bird's nest and cereals for export, as well as developing Halal restaurant models in Vietnam…
In his concluding remarks, Mr. Mai Son, Standing Vice Chairman of the Bac Ninh Provincial People's Committee, emphasized that Halal should not only be viewed from a religious perspective, but more importantly, as a matter of quality standards, production management methods, and market approaches aligned with modern consumer trends.
This is a field with great potential, opening up practical business opportunities for enterprises and localities if approached correctly, systematically, and meeting all the established standards.
Currently, Bac Ninh has many advantages to participate in this market, such as a developed industrial base, experience in production according to international standards, and a gradually synchronized logistics system.
In particular, the Gia Binh International Airport project, inter-regional railway lines, and agricultural potential with large-scale fruit-growing areas, especially lychee.
In order for Bac Ninh to participate more deeply in the Halal market, Comrade Mai Son hopes that the Ministry of Science and Technology and other central agencies will continue to support Bac Ninh in organizing specialized conferences and participating in Halal activities and industry chains.
Ambassadors, experts, and businesses continue to support the introduction of potential investors and customers for the province to research and implement the construction of a specialized industrial park serving the Halal production industry.
The Standing Vice Chairman of the Provincial People's Committee assigned the Department of Science and Technology to act as the focal point for connecting, advising on and guiding Halal standards, promoting innovation, applying traceability technology, controlling quality, and standardizing production processes.
The Department of Industry and Trade is researching and developing trade promotion programs with the Halal market, initially in ASEAN countries; the Department of Agriculture and Environment is guiding businesses and cooperatives in building traceability systems, planting area codes, and production according to VietGAP and GlobalGAP standards; and the Department of Culture, Sports and Tourism is researching and developing tours, routes, accommodation facilities, and services suitable for Muslim tourists.
Comrade Mai Son also suggested that the business community in the province needs to be more proactive in researching, understanding, and accessing the Halal market; gradually innovate production and business thinking, improve quality management capacity, and meet the requirements of this new, potentially lucrative market.
Within the framework of the program, delegates performed the launching ceremony of the Bac Ninh Province Traceability System to support businesses in improving management capacity, strengthening consumer confidence, and promoting the development of the digital economy in the locality; and visited booths displaying some typical products of the province...
