Pakistan launches anti-dumping investigation into adhesive tape imported from Viet Nam

The Trade Remedies Department (Ministry of Industry and Trade) announced that Pakistan has initiated an anti-dumping investigation into jumbo rolls of BOPP self-adhesive tape from Viet Nam.


Specifically, on April 30, 2026, the National Tariff Commission (NTC) of Pakistan published a notice initiating an anti-dumping investigation into jumbo rolls of BOPP self-adhesive tape originating from and/or imported from Viet Nam.


The product under investigation is biaxially oriented polypropylene (BOPP) self-adhesive tapes in jumbo rolls. The classification codes according to the Pakistan Customs Tariff are 3919.9010 and 3919.9090. The investigating authority is the National Tariff Commission (NTC) of Pakistan.


The plaintiffs are Universal Coating Films (Pvt.) Limited, Karachi, and Tri-Pack Films Limited, Karachi. These companies previously filed their complaint on March 24, 2026. The investigation was initiated on April 30, 2026. The dumping investigation period is from January 1, 2025, to December 31, 2025. The injury investigation period is from January 1, 2023, to December 31, 2025. The investigated products from Viet Nam are alleged to be dumped into the Pakistani market, causing injury or threatening injury to the Pakistani domestic industry.


Regarding the investigation process and procedures, the Trade Remedies Department stated that the relevant parties must self-identify and register with the investigating authority within 10 days of this announcement. This is a mandatory procedure and there is no precedent for extensions.


The registration dossier must provide complete information: company name and business field; full name of authorized representative; address, telephone number, fax number, and email address. Along with this, submit opinions, comments, and evidence. Interested parties may submit written opinions, comments, and relevant documents/evidence to the Investigating Authority within 45 days from the date of publication in the Official Gazette.


The preliminary findings are expected to be issued no sooner than 60 days and no later than 180 days from the date the investigation was initiated. The final findings will be issued within 180 days of the publication of the preliminary findings in the Official Gazette.


In response to this case, the Trade Remedies Department recommends that relevant manufacturing and exporting businesses urgently review their export activities of the investigated products to Pakistan, especially regarding export volume and export price during the investigation period.


Furthermore, proactively register as an interested party within the deadline, prepare a plan for participating in the case, and consider submitting comments and evidence within the timeframe stipulated by the NTC. Closely monitor the developments of the case, and study the regulations and procedures for anti-dumping investigations in Pakistan.


Furthermore, the agency also recommends that relevant associations and businesses fully cooperate with the Pakistani investigating authority throughout the investigation process: including fully and promptly answering investigation questionnaires as required, participating in on-site verification (if any), and submitting counter-comments on time; any non-cooperation or incomplete cooperation may lead to the investigating authority using available data unfavorably, resulting in higher tax rates for businesses.
