GCC extends anti-dumping duties on Chinese, Indian ceramic imports for 5 years

The Gulf Cooperation Council (GCC) has extended final anti-dumping duties on ceramic and porcelain tile imports from China and India for another five years, effective May 28, the GCC Office of the Technical Secretariat to Combat Harmful Practices in International Trade said.
In a circular, the secretariat said its review investigation found continued dumping by exporters from China and India during the review period. It added that there was no indication that producers and exporters in either country would halt dumping practices related to the products under review.
The Secretariat said the GCC market remained attractive to exporters and that China and India maintained substantial production capacity. Removing the anti-dumping duties would likely lead to a sharp increase in imports from both countries at dumped prices, along with a rise in their market share, it said.
That would likely result in continued or renewed price undercutting, price suppression, and price depression in GCC industry selling prices, the Secretariat added.
It also said removing the duties would force GCC manufacturers to lower selling prices further to maintain market share, hurting their financial and economic position and leading to the continuation or recurrence of material injury.
The Secretariat concluded that material injury would likely continue or recur because of dumped imports from China and India if the anti-dumping duties were terminated.
The final anti-dumping duties will continue to be imposed based on the final dumping margins determined as a percentage of the CIF (cost, insurance, and freight) value of imports.
