EU slaps 17-42% duties on solar glass from China

The European Union has imposed final anti-dumping and anti-subsidy tariffs (countervailing duties or CVD) on imports of solar glass from China. Anti-dumping duties range from 0.4% to 36.1%, and countervailing duties from 3.2% to 17.1%.
The tariffs took effect on May 15th, 2014 for a period of five years. The final anti-dumping duties are lower in some cases than provisional anti-dumping duties imposed in November 2013. No provisional CVD were imposed.
Six named companies to receive lower duty rates
Six named companies have been singled out for separate duty rates in both cases. Other cooperating companies will receive a combined rate of 36.5%, while all other companies will receive a combined duty rate of 42.1%.
The six named companies are Xinyi PV Products (Wuhu, China), Zhejiang Hehe Photovoltaic Glass Technology (Shaoxing, China), Zhejiang Jiafu Glass (Jiaxing, China), Flat Solar Glass Group (Jiaxing, China), Shanghai Flat Glass (Shanghai) and Henan Yuhua New Material (Jiaozuo, China).
The lowest duty rates were imposed on Henan Yuhua New Material at 17.1%, and the highest rate on Zhejiang Jiafu, Flat Solar Glass and Shanghai Flat Glass at 42.1%. Nine other companies are listed in the anti-dumping investigation and six other in the CVD as "cooperating companies".
Chinese products gain increasing share of EU market
The investigation found that the market share of Chinese solar glass producers in the EU PV market had risen from 7.3% in 2010 to over 30% over the course of 2012, the period under investigation, and concluded that dumping and illegal subsidies were the cause of this increase.
The solar glass market in the EU is valued at under EUR 200 million (USD 275 million) annually.
