EU launches anti-dumping investigation into copper pipes imported from Viet Nam

The Trade Remedies Department (Ministry of Industry and Trade) announced that, according to information from the Vietnamese Trade Office in Belgium and the EU, the European Commission (EC) has issued a notice initiating an anti-dumping investigation into coiled copper pipes and tubes imported from China, Mexico, Uzbekistan, and Viet Nam.
The petitioner is the EU Copper Tubes Defence Committee, representing the EU copper tube industry. The product under investigation is copper tubes and conduits in coil form, classified under CN code: ex 7411 10 90 (TARIC code 7411 10 90 10). The dumping investigation period is from January 1, 2025 to December 31, 2025. The injury investigation period is from January 1, 2022 to December 31, 2025.
According to the Trade Remedies Department, the investigation will conclude within one year, and may be extended but not exceeding 14 months from the date of issuance of the initiation notice.
In the recently issued initiation notice, the plaintiffs allege that imports from the countries under investigation are being sold into the EU market at prices below their normal value, causing significant damage to the EU manufacturing industry.
Regarding the investigation process, the EC will select a sample of exporting companies and send investigation questionnaires to interested parties in the near future. The EC has already issued the sample questionnaire for the case. The level of cooperation from businesses during the initial investigation phase is crucial for determining the dumping margin and the applicable duty rate.
If the investigation concludes that dumping has occurred and caused damage to the EU industry, the EC may apply provisional anti-dumping duties and subsequently formal anti-dumping duties on the investigated product. Under EU regulations, provisional anti-dumping measures can be applied for 7-8 months from the date of initiation, and the final conclusion of the case is expected to be issued within 12-14 months.
The Trade Remedies Department recommends that businesses producing and exporting goods under investigation carefully study the accompanying documents and information, and fully cooperate with the EC to provide information and documents in the correct format and within the prescribed timeframe. They should also regularly coordinate and provide information to receive timely support.
