Effective use of trade defense measures not only helps domestic manufacturing industries develop sustainably but also helps export enterprises maintain their position in the international market.
On October 11, the Trade Defense Bureau (Ministry of Industry and Trade) organized the first Trade Defense Forum with the theme: "Trade Defense: Strengthening endogenous capacity, promoting sustainable growth".
Protecting domestic production
Mr. Trinh Anh Tuan, Director of the Bureaut of Trade Defense, emphasized the role of trade defense in the context of economic integration with many fluctuations as today.
Trade defense tools used appropriately, in accordance with legal regulations and international commitments are contributing to supporting domestic manufacturing industries to develop sustainably in a fair competitive environment. Thereby ensuring jobs and income for workers, bringing added value to the economy and enhancing the capacity of domestic entrepreneurs.
According to Mr. Tuan, the appropriate handling of foreign trade defense investigations on Vietnam's export goods has also helped many industries and enterprises avoid risks and negative impacts of trade defense measures applied by export markets, thereby helping enterprises maintain their markets and increasingly participate more deeply in regional and global value chains.
Mr. Vu Tuan Nghia, Deputy Head of the Anti-dumping and Subsidy Investigation Division, Trade Defense Bureau, said that by the end of September 2024, Vietnam had conducted 30 trade defense investigations and was maintaining the application of 22 trade defense measures on imported goods.
The annual revenue of domestic enterprises participating in trade defense cases is estimated at VND 475 trillion. The number of direct employees working at these enterprises is about 36,000 people.
Accordingly, the annual budget revenue from trade defense tax is from VND 1,200 to VND 1,500 billion.
Mr. Dinh Quoc Thai, General Secretary of the Vietnam Steel Association, said that after applying trade defense measures, the production situation of enterprises has significantly improved, ensuring jobs for workers as well as fulfilling tax obligations to the State. Since then, the competitiveness of the steel industry has also been enhanced.
Maintaining export markets
For export industries, Ms. Nguyen Yen Ngoc, Head of the Foreign Trade Defense Handling Division, Bureau of Trade Defense, also said that appropriately handling trade defense investigation cases has helped enterprises take advantage of and maintain the results brought about by the international economic integration process.

In which, the top cases are anti-dumping investigations with 144 cases, followed by self-defense investigations with 53 cases, anti-circumvention of trade defense measures with 38 cases and anti-subsidy investigations with 28 cases.
Although the number of foreign trade defense investigations into Vietnam's export goods tends to increase thanks to the initiative of enterprises as well as the active support of the Ministry of Industry and Trade and relevant agencies, many cases have achieved relatively positive results such as enterprises are not been applied trade defense tax, ones are been applied low tax. Thereby, they continue to maintain export markets.
At the Forum, a representative of the Trade Defense Bureau said that trade defense work wouldl continue to be promoted with the goal of ensuring a healthy competitive environment, helping domestic manufacturing industries develop and create more added value for the economy.
The Trade Defense Bureau would also accompany exporting enterprises in handling foreign trade defense investigation cases to protect the legitimate rights and interests of enterprises.
