Circular welded carbon-quality steel pipe - The US investigates anti-subsidy and anti-dumping measures

On October 26, 2011, four US carbon steel pipe manufacturers submitted the complaint to the US Department of Commerce (DOC) to ask for initiating the anti-dumping and anti-subsidy investigation on Circular welded carbon-quality steel pipe imported from Vietnam, India, Oman and the Arab Emirates.
 
On November 15, 2011, the DOC decided to initiate the anti-dumping and anti-subsidy investigation on Circular welded carbon-quality steel pipe imported from Vietnam, India, Oman and the United Arab Emirates.

2. Goods under investigation: 

Products were investigated including carbon welded steel pipes and pipes (Circular welded carbon-quality steel pipe) - HS codes: 7306.19.1010, 7306.19.1050, 7306.19.5110, 7306.19.5150, 7306.30.1000, 7306.30.5025, 7306.30.5032, 7306.30.5040, 7306.30.5055, 7306.30.5085, 7306.30.5090, 7306.50.1000, 7306.50.5050, và 7306.50.5070.
 
3. Determination about DOC’s anti-dumping and anti-subsidy investigation:
 
- Investigation about subsidy:
 
On March 26, 2012, DOC announced the preliminary determination affirming that there was the subsidy for Vietnamese Circular welded carbon-quality steel pipe exported to the United States. On October 16, 2012, DOC announced the final determination negating subsidies for this product imported from Vietnam. In particular:

On June 1, 2012, DOC announced the determination affirming that there was the devaluation of Circular welded carbon-quality steel pipe imported from Vietnam. On October 16, 2012, DOC finally concluded that there was a devaluation for Vietnamese steel pipe products exported to the United States. Dumping margin is as follows:

4. Determination about ITC’s damage investigation 
 
November 15, 2012: The United States International Trade Commission (ITC) finally concluded that there was no damage caused by dumping or subsidies to the US domestic manufacturing industry, therefore, The US Department of Commerce (DOC) did not impose anti-dumping and anti-subsidy duties on steel pipe products of Vietnam, Oman, India and Saudi Arabia.
