Ukraine lifts ban on ammonia nitrate imports from Russia

The Cabinet of Ministers has canceled the import ban on ammonia nitrate (nitrogen content above 28 percent) from Russia.

The ban was lifted in connection with the increase in the size of the antidumping import duty on ammonia nitrate from Russia to 42.96 percent.

In addition, the list of prohibited products is supplemented with ammonium nitrate, which is not fertilizer with nitrogen content of not more than 28 percent, and also slate.

“Just 50,000 tons of ammonia nitrate with nitrogen content below 28 percent was imported and in the ammonia nitrate group – more than one million tons. Therefore, we are asking to leave this point, or take into account that there may be imports that circumvent the antidumping measures,” the head of board of the Federation of Ukrainian Employers, Dmytro Oliynyk, said.

The antidumping import duties on ammonia nitrate originating in Russia were introduced in 2014 and are scheduled to expire in 2019.

The import duty was set at 36.03 percent in 2014 for five years, although the duty for PJSC Dorogobuzh was set at 20.51%. However, on March 26, 2018 Ukraine\’s interagency commission on international trade raised the import duties, to 29.25 percent for Dorogobuzh and to 42.96 percent for other Russian suppliers.
