Painted steel strapping - Australia investigates anti-dumping measures

On May 27, 2020, the Australian Anti-Dumping Commission (ADC) announced the initiation of an anti-dumping investigation on painted steel strapping products originating from Vietnam and China. (Case 553).
I. Relevant information:
1. Initiated date: May 27, 2020
2. Petitioner: Signode Australia Co., Ltd
3. Goods under investigation:
Color coated carbon steel straps, coiled or not, whether or not wax-polished, with nominal widths from 12mm to 32mm, nominal thicknesses from 0.5mm to 1.5mm - HS Code: 7212.40.00
4. Goods excluded from investigation:
Stainless steel strapping and galvanized steel strapping.
5. Investigation period:
- Period of dumping investigation: April 1, 2019 - March 31, 2020
- Period of injury investigation: from April 1, 2016.
6. Preliminary conclusion:
The ADC's fact sheet on material data indicates that the Government of Vietnam does not distort the market for raw materials so that exporters can dump them; The dumping margin of Vietnamese exporters is negligible and does not cause damage to the Australian manufacturing industry.
Therefore, in the preliminary conclusion, ADC believes that it is not necessary to apply a temporary anti-dumping tax deposit measure for colored steel belts originating from Vietnam.
