The Directorate General of Trade Remedies (DGTR) within the Ministry of Commerce and Industry has launched an anti-dumping investigation concerning Poly Vinyl Chloride (PVC) Resin, specifically the suspension grade, originating from China, Indonesia, Japan, South Korea, Taiwan, Thailand, and the United States. This move follows a petition filed by three out of the five domestic producers of PVC Suspension Resins in India, namely Chemplast Cuddalore Vinyl Ltd, DCM Shriram Ltd, and DCW Ltd.

The petitioners have formally requested an anti-dumping probe, emphasizing concerns over the alleged dumping of PVC Resin from the aforementioned seven countries. Notably, the other two domestic producers, Finolex Industries and Reliance Industries Ltd, have neither supported nor opposed the application. However, the applicants have urged for the retrospective imposition of anti-dumping duties on imports of PVC Resin from these countries.

The petitioners have underscored a historical pattern of dumping practices observed in the import of PVC Resin from these seven nations. They highlight that these imports were previously subjected to anti-dumping duties spanning from January 23, 2008, to February 9, 2022. According to their submissions, the volume of imports surged by 65 percent during the fiscal year 2022-23, immediately following the expiration of the anti-dumping duty validity period.
