On July 26, 2018, the Ministry of Industry and Trade of Vietnam issued a decision to initiate an anti-circumvention of trade remedies investigation on steel wire/ coil products imported into Vietnam from other countries and territories.

This is the first anti-circumvention of trade remedies investigation that Vietnam has conducted. This lawsuit is based on the suspicion of anti-circumvention from the original lawsuit with the case code SG04, after Vietnam applied an official defense against billet and long steel products. imported into Vietnam

Some key information of the case:

1. Initiated date: July 26th 2018

2. Petitioner: HOA PHAT HAI DUONG STEEL JSC & THAI NGUYEN MINING AND METALLLURGY COMPANY LIMITED

3. Product under investigation: Steel wire/ coil products with HS code: 7213.91.90, 7213.99.90, 7217.10.10, 7217.10.29, 7229.90.99, 9839.10.00 and 9839.20.00
 
Final conclusion

On May 13, 2019, the Ministry of Industry and Trade issued Decision No. 1230 / QD-BCT on the anti-circumvention of trade remedies for wire and coil products imported into Vietnam.

The countermeasure against anti-circumvention is applied in the form of additional import tax with the tax rate of 10.9% from May 28, 2019 to the end of March 21, 2020 (if the safeguard measure is head does not renew).

Pursuant to Point c, Clause 1, Article 16 of Circular 37/2019/TT-BCT dated November 29, 2019 of the Ministry of Industry and Trade detailing a number of contents on trade remedies, the Trade Protection Department has issued a Notice No. 19/TB-PVTM on the receipt of dossiers of request for exemption from trade remedies in the above cases.
