The Ministry of Finance has issued a plan to implement Decision No. 38/QD-TTg of the Prime Minister dated January 12, 2021 approving the Scheme of Reforming the model of quality inspection and food safety inspection for import goods in 2021 - 2023.

Urgently deploy tasks

In Decision 169/QD-BTC promulgating the implementation plan of the Ministry of Finance to implement Decision No. 38/QD-TTg dated January 12, 2021 of the Prime Minister approving the Project of Reforming model of quality inspection and food safety inspection for imported goods in the period of 2021 - 2023, the Ministry of Finance sets a target to effectively implement a new model of quality inspection and food safety inspection for imported goods from 2022 under the Scheme on Reforming the model of quality inspection and food safety inspection for import goods.

To prepare solutions and activities for the implementation in 2024-2026 to unify the focal point for conducting quality inspection and food safety inspection for import goods at border gates that is the customs authority.

The main tasks set by the Ministry of Finance are to work with ministries managing related sectors, fields, units and organisations, to implement many key tasks.

Specifically, develop a draft decree providing for the management mechanism, mode, order and procedures of quality inspection and food safety inspection for imported goods to implement the reform of the scheme.

Focusing on completing the information technology system to ensure it meets the requirements of implementing new models in the scheme, in which reviewing the existing information technology systems to develop detailed plans for funding and features that must be upgraded, ultilising to the maximum existing systems to avoid wasteful investment.

Enhancing resources for the Customs authority, including human resources and equipment, machinery, process and procedures to ensure task performance of quality inspection and food safety inspection of import goods.

Completing the risk management system in quality inspection and food safety inspection in the direction of building risk management criteria, maximising application of the information technology system.

Coordinate with ministries to implement solutions to enhance coordination, connection and information sharing between pre-clearance and post-clearance audit.

Monitoring the situation and evaluating the results of implementing Decision No. 38/QD-TTg to report on a quarterly basis and propose to the National Steering Committee on the ASEAN Single Window, the National Single Window and Trade Facilitation (Commission 1899) to direct immediate settlement of delays, deviations, metamorphosis and new arising problems.

At the same time, the Ministry of Finance will coordinate with tasks implemented by ministries.

General Department of Vietnam Customs works to implement many key tasks

To implement assigned tasks, the Ministry of Finance also assigned specific tasks to the General Department of Vietnam Customs to work with the units to implement Decision 38/QD-TTg in the period of 2021-2023.

The General Department of Vietnam Customs is assigned to chair to elaborate a decree prescribing the management mechanism, mode, order and procedures for quality inspection and food safety inspection of import goods.

At the same time, working to develop information technology systems to ensure the deployment of the new model of the scheme.

Perform overall redesign of the information technology system of the Customs sector through the form of hiring information technology services to implement Digital Customs. Accordingly, the requirements to implement the scheme under the content of State management of customs will be implemented in the content of hiring information technology services to implement digital Customs in two phases:

Stage 1: From 2021 to 2022, the requirements of the scheme are implemented in the outline of upgrading V5 electronic clearance system.
Phase 2: From 2022, the requirements of the scheme are implemented in the project on redesign of the overall information technology system of the Customs sector.

Completing information technology system for the implementation of the National Single Window and the ASEAN Single Window to meet requirements of the scheme.

Besides that, to implement the scheme, the General Department of Vietnam Customs has completed a risk management system in quality inspection and food safety inspection for import goods.

Reviewing current customs processes and procedures to develop customs procedures associated with the quality inspection and food safety inspection of imported goods.

Raising resources of customs authorities to carry out quality inspection and the food safety inspection of import goods.

At the same time, the General Department of Vietnam Customs works with ministries in reviewing laws and relevant legal documents to propose amendments and supplements to ensure the implementation of the next phase of the scheme.
