Copper pipes - The United States investigates anti-dumping measures

On July 20, 2020, the US Department of Commerce (DOC) announced the initiation of an anti-dumping investigation on copper pipe products originating from Vietnam.

I. Relevant information:

1. Initiated date: July 20, 2020

2. Petitioner: US Department of Commerce (DOC)

3. Investigated products: Seamless Refined Copper Pipe and Tube - HS code: 7411.10.1030; 7411.10.1090; 7407.10.1500; 7419.99.5050, 8415.90.8065; 8415.90.8085, originating from Vietnam.

4. Investigation period: from October 1, 2019 to March 31, 2020.

The DOC will decide to select the required defendant within 20 days of the date of the announcement of the initiation of the investigation.

After selecting the required respondent, the DOC will send the full questionnaire and the deadline for the parties to respond is normally 30 days from the date of submission. The parties may apply for an extension and must send a notice of the request to the DOC.

In accordance with US regulations, in the event of failure to receive complete and timely response from the manufacturing and exporting enterprises or at any stage of the investigation, the enterprise does not cooperate or cooperate inadequately, the DOC will use the available data (often unfavorable for the exporter) to draw its conclusions.

The anti-dumping investigation is usually conducted in about 12 months (can be extended). It is expected that the DOC may issue preliminary conclusions and apply provisional measure around December 2020.
