Continuous Cast Copper Wire Rods - India investigates anti-subsidy measures

On September 10, 2018, the General Service of Chamber of Commerce (DGTR) - under the Ministry of Commerce and Industry of India announced the initiation of the anti-subsidy investigation on Continuous Cast Copper Wire Rods imported from Indonesia, Malaysia, Thailand and Vietnam.
Relevant information:
1. Goods under investigation: Copper tubes and pipes – HS Code: 7411.21.00; 7411.22.00; 7411.29.00.
2. Petitioner: Hindalco Industries, Vedanta Industries.
3. Investigation Period: About Subsidy: 04/2017 – 03/2018 (12 months); about damage: 2014-2015, 2015-2016, 2016-2017 and anti-subsidy investigation period.
4. Petitioner’s allegation: The petitioner alleges that Vietnam's manufacturers/exporters under investigation have received countervailing subsidies (tax incentives, tax breaks, loan incentives, export assistance ... ) from the Government and management agencies of Vietnam, causing significant damage to the domestic industry of India.
5. Defendant: DGTR announced to conduct sampling at a reasonable level due to the large number of enterprises involved in this case. However, now DGTR has not accurately informed the selected enterprises, so it is recommended that all exporting enterprises actively prepare documents/data to answer the questionnaire. (unless the enterprise decides not to participate in the case).
