On 30 March 2021, the Government of Malaysia initiated an anti-dumping duty investigation on imports of stranded steel wires for prestressing concrete (“products”) coming into Malaysia from the People’s Republic of China.

The anti-dumping duty investigation was initiated by virtue of a petition filed by Southern PC Steel Sdn. Bhd. (“Petitioner”).

The Petitioner has alleged that based on a comparison between the normal value i.e. the domestic sales price of the products in the People’s Republic of China with their corresponding export prices to Malaysia, dumping has occurred.

The Petitioner has further alleged that the increase in imports have caused serious injury to the domestic industry in Malaysia as indicated by the reduction in market share, decline in sales, price undercutting, price depression, price suppression, decline in actual production, increase in loss, decreased cash flow, increased inventory and reduction on investment and total asset.

In the event the Government of Malaysia finds that the Petitioner’s allegations are true, the Government of Malaysia may impose anti-dumping duties on imports of the products coming into Malaysia.

Any interested parties, such as domestic importers or foreign manufacturers of the products, that wish to respond to this investigation must communicate the same to the Ministry of International Trade and Industry by 14 April 2021.
