Welded Stainless Steel Pipes and Tubes - India investigates anti-subsidy measures

On August 09, 2018, the Directorate General of Trade Remedies (DGTR) initiated an anti-subsidy investigation on Welded Stainless Steel Pipes and Tubes originating or imported from China and Viet Nam.
I. Relevant information:
1.Initiated date: August 09, 2018
2. Goods under investigation: “Welded Stainless Steel Pipes and Tubes” – HS Code: 73061100; 73062100; 73064000; 73066100 và 73066900.
3. Investigation Stage: (i) About subsidy: From April, 2017 to March, 2018 (12 months); (ii) About damage: from 2014-2015, 2015-2016, 2016-2017 and subsidy investigation period.
4. Petitioner: Stainless steel production association and some of the India’s manufacturer
5. Final investigation conclusion
The General Department of Trade Defense under the Ministry of Trade and Industry of India issued the final conclusion of the anti-subsidy investigation against stainless steel pipe products originating from China and Vietnam.
This agency decides the subsidy margin for the producers/exporters of steel pipes in Vietnam is 0% - 11.96% (of which 2 companies have a subsidy margin: 0%); China is 21.74% -29.88%.
The deadline for proposing anti-subsidy duty extends up to 5 years.
